Ainoa laki oli kadun laki. New York, Five Pointsin kaupunginosa Manhattanilla vuonna 1860 - yksi maailman vaarallisimmista paikoista. Kukaan ei noudata lakia, eikä korruptoitunut poliisilaitos tee elettäkään estääkseen jengien verisiä sotia kaupunginosan herruudesta.

Amsterdam Vallon (Leonardo DiCaprio) joutuu jo pienenä todistamaan isänsä, jengijohtaja "Priestin" brutaalin murhan. Surmatyön tekijä on vihollisjengin pelottava johtaja Bill "The Butcher" (Daniel Day Lewis). Amsterdam joutuu kasvatuslaitokseen, mutta palaa 16 vuotta täytettyään Five Pointsiin kostoa janoten.

Poika tutustuu kauniiseen taskuvarkaaseen Jenny Everdaneen, joka on Bill the Butcherin rakastajatar, ja pääsee tämän mukana lähelle isänsä murhamiestä, jolla ei ole aavistustakaan siitä kuka Amsterdam oikeastaan on.

Martin Scorsese (Taksikuski, Kuin raivo härkä) sai ajatuksen Gangs of New Yorkin tekemisestä jo 70-luvun alussa. Hänen 30 vuotta myöhemmin toteutunut projektinsa on osoittautunut todelliseksi eeppiseksi mestariteokseksi.
